Cross-border defence
begins before the border.
I advise individuals, families and international counsel on INTERPOL data, extradition requests and the Russian criminal proceedings behind them — with a focus on economic-crime allegations.

The public notice is rarely
the whole case.
International wanted-person data, an extradition request and the underlying domestic case must be assessed as one system. Timing, evidence and the order of steps matter.
You know or suspect that an underlying criminal matter may affect your freedom to travel or expose your assets to international enquiries, including through a Silver Notice.
You suspect INTERPOL data may exist, even though no public Red Notice appears online.
A notice or diffusion creates detention, travel, banking or immigration risk.
An earlier CCF request was refused and new facts or documents are now available.
An extradition hearing or appeal deadline is approaching in another country.

A Red Notice is a request.
Not an international arrest warrant.
Each country determines the legal effect of a Red Notice under its domestic law. INTERPOL data must also comply with the organisation’s Constitution and data-processing rules.
I do not accept instructions in matters whose predominant character is political. This includes cases arising from political activity or opposition, public statements, protest, or criticism of a government or military conflict, even where the pursuit is presented as a criminal case or an international wanted-person request. My practice is focused on ordinary-law criminal allegations, principally economic and business-related offences.
Article 3 of INTERPOL’s Constitution separately prohibits the organisation from undertaking any intervention or activities of a political, military, religious or racial character.
Address inaccurate or incomplete personal and procedural information.
Challenge data that do not comply with the applicable INTERPOL rules (delisting).
CCF decisions are not subject to an ordinary appeal. Article 42 of the CCF Statute may allow revision based on newly discovered facts that could have changed the outcome, subject to its conditions and time limit.
02Focused practice
One strategy across
every relevant forum.
My work centres on cross-border criminal matters arising from allegations of economic and corporate crime. I coordinate work abroad with local counsel.
INTERPOL & CCF
CCF applications for access, correction and deletion, and requests to revise earlier decisions.
- Review of notices and diffusions for compliance
- Preventive submissions addressing foreseeable risks
- Supporting evidence and written representations
- Revision requests based on newly discovered facts
Extradition defence
Russian-law analysis and a coordinated defence plan for extradition proceedings abroad.
- Case theory with foreign counsel

- Support for hearings, appeals and cross-examination
Russian proceedings
Domestic procedural work designed to support the broader cross-border defence.
- Analysis of the underlying criminal case
- Challenges to wanted-person decisions
- Challenges to arrest and detention orders made in absentia
- Review of investigative and judicial decisions
- Defence in Russian proceedings in absentia
Expert evidence
Independent explanation of Russian criminal law and procedure for foreign courts.
- Written declarations and opinions
- Oral evidence and cross-examination
- Second opinions and review of existing reports or statements
- Responses to prosecution expert opinions or witness statements
- Assistance with finding suitably qualified experts
03Extradition
A request for surrender
is not the final word.
The competent court examines the request under the applicable domestic law and treaty framework. The defence may require evidence about the Russian case, procedural defects, detention conditions and fair-trial safeguards — presented in the form the local court can use.
What coordinated defence may include
- Mapping the allegation and procedural history
- Identifying evidence relevant to refusal
- Preparing Russian-law expert materials
- Supporting local counsel through hearings and appeals

My practice spans more than three decades of criminal defence work, including Russian-law evidence in foreign proceedings.
Since joining the Moscow City Bar in 1993, I have advised and represented clients in criminal investigations, economic-crime cases and cross-border proceedings involving business owners and senior executives.
My work also includes expert evidence on Russian criminal law and procedure in extradition cases before courts in Cyprus, including under cross-examination, and Russian-law expertise in litigation before the US District Court for the Southern District of New York.
Alongside contentious work, I advise on cross-border criminal matters and develop due diligence strategies to assess potential criminal liability and risks to assets.

Red Notice removed after 25 years
The matter concerned a prominent Canadian businessman and oil-sector investor whose Red Notice was removed after 25 years in INTERPOL’s files. The Russian criminal proceedings were also dismissed. A CCF letter dated 10 March 2022 confirms deletion of the data supplied by Russia.
View INTERPOL letter ↗Extradition order overturned; immediate release ordered
I provided a Russian-law expert opinion in this case. On appeal, the Court held that a delay of more than nine years, viewed together with the applicant’s circumstances, made surrender unjust and oppressive. The first-instance decision was set aside.
Public judgment (Greek) ↗Red Notice data deleted in a commercial-credit dispute
The CCF found that the material did not sufficiently describe a fraudulent scheme or personal benefit. It recalled that failure to meet a contractual debt does not, without more, amount to a serious ordinary-law crime and ordered deletion of the data. A CCF letter dated 5 May 2021 confirms that the data were deleted on 28 April 2021.

I gave expert evidence on Russian law for the respondent in extradition proceedings. The court’s certificates record my evidence on 23–24 March 2021 and a further hearing scheduled for cross-examination on 13 April 2021.

The case concerned the general director of KOSMOSAVIASPETSSTROY and alleged embezzlement involving RUB 711.2 million. The Commission identified unresolved doubts about the private nature and lawfulness of the proceedings. Follow-up correspondence and an official INTERPOL certificate confirmed that no Red Notice or diffusion remained.

I gave Russian-law evidence as one of the defence witnesses. The Court rejected the extradition request after considering the substance of the alleged acts and serious fair-trial concerns arising from the Russian proceedings. The Greek-language judgment records Anatoly Kleymenov among the defence witnesses; the client’s identity and identifying details have been redacted.

Questions clients often ask
Essential points
before taking action.
Is a Red Notice an international arrest warrant?
No. It is a request for international cooperation. Each country determines its legal effect under its domestic law.
Can I find out whether INTERPOL holds data about me?
A request may be submitted to the Commission for the Control of INTERPOL’s Files to seek access to personal data processed in INTERPOL’s Information System.
Can data be challenged if no public notice appears online?
Yes. The absence of a public notice does not establish that no data are processed. Non-public notices, diffusions and related data may require review through the appropriate CCF procedure.
How long does a CCF request take?
Timing depends on the type and completeness of the request, the issues raised and the information exchanged during the procedure. Urgent domestic or extradition deadlines may need to be addressed in parallel.
Can you work with my lawyer in another country?
Yes. I coordinate with local counsel and provide Russian-law analysis, expert materials and support for hearings, appeals and cross-examination.
